Nine Steps to Plan for the STAR Tool Kit and Training Package

Step One: Learn about STAR

You can read the introductory brochure, STAR Fact Sheet, watch the introductory video, or watch a STAR panel discussion to find out how the STAR Tool Kit and training can make evidence-based reading instruction part of your state's Adult Basic Education classrooms.

Step Two: Assess Funding and Potential Return on Investment

Candidly assess the resources you can invest to improve reading instruction and learner outcomes in your state's ABE programs.

Step Three: Select a STAR Package

Becoming a STAR state is easy. Begin by selecting the STAR training package that suits your state's professional development needs.
  • STAR National Training and Technical Assistance Package
    A training model that includes training institutes, online learning and site-based technical assistance. This package is available to any state or partnership of two or more states interested.
  • STAR Trainer Certification Package
    A year long certification process that enables partner states to develop certified trainers equipped with the necessary knowledge and skills to provide STAR training and technical assistance to their existing, as well as new STAR programs. This package is available to STAR partner states.
  • Partner State Expansion Package
    A co-training model that utilizes a state's certified trainer(s) and one National Cadre trainer to help partner states expand STAR further and faster across more programs at a reduced cost. This package is available to STAR partner states.
  • STAR Coaching Package
    A trainer support model for STAR Trainer Certification Candidates through onsite coaching, co-training and technical assistance, as well as STAR Training and Technical Assistance for new participants at a reduced cost. This package is available to STAR partner states.

Step Four: Establish a Contract for STAR Services

NSTN staff can help you establish a contract for STAR services.

Step Five: Assemble your Leaders

Assembling a state leadership team committed to coordinating and overseeing STAR training and technical assistance is worth the effort.

Step SIX: Plan for Success

Careful planning will ensure that the STAR Tool Kit and training has the maximum impact on your local programs.

Step Seven: Select Your STAR Sites

Step Eight: Prepare Your STAR Sites

Follow up with administrators in each of your selected local sites to orient them to STAR and prepare them for professional development and technical assistance.

Step Nine: Schedule STAR Training

Scheduling STAR training will be easy if you have taken each of the foregoing steps.
Be prepared to:
  • Select dates from STAR training calendar;
  • Secure appropriate facilities and equipment; and
  • Consult your state's new STAR training team.
