Professional Development System

The Regional Adult Education Network (RAEN) is the state system of staff development for educators of adults and the means by which the New York State Education Department’s Adult Education and Workforce Development (AEWD) team provides technical assistance to adult education programs to meet NRS performance benchmarks. Our seven regional staff development centers which comprise the RAEN are funded with WIA Leadership funds. Each RAEN Center devotes 100% of its effort to New York State Education Department-directed activities, but each also has flexibility in deciding what professional activites are offered. STAR Implementation

To minimize travel expenses for the STAR trainers, the decision was made to limit the pilot to programs in New York City. An application based on the STAR application used by the Illinois Department of Education was distributed through the New York City RAEN. Five programs elected to participate in the program and all five were accepted.

Five agencies participated in the pilot in 2008-2009, one of which was in the process of building its professional development around Equipped for the Future (EFF) and took more of an observer role. Each of the four remaining programs continued an additional year of piloting, and the Adult Education and Workforce Development (AEWD) Team sent two prospective trainers to the STAR National Training of the Trainer (TOT) in North Carolina in 2009. These trainers fully implemented STAR in the four programs that have formed the pilot group during the 2009-10 program year. Two of our RAEN directors will be going to the STAR National Training of the Trainer (TOT) in San Antonio in 2010. AWED will then move to city-wide and then state-wide implementation.
