Professional Development System

Statewide professional development for Minnesota Adult Basic Education (ABE) is provided with a combination of federal and state funding. Astrid Liden-Church is the state's Professional Development Coordinator. She works with ATLAS (ABE Teaching and Learning Advancement System) housed at Hamline University to coordinate state and regional professional development activities. There are eight regions within Minnesota; each led by a Regional Professional Development Coordinator, who determines training needs according to local input, state priorities, and teacher licensure requirements. ATLAS staff includes: Kimberly A. Johnson, ATLAS Director and Assistant Professor, Marisa Squadrito Geisler, ATLAS Program Coordinator, and Margaret M. Frank, STAR Coordinator and Adjunct Instructor.

STAR Implementation

The Minnesota STAR Project is entering its third year of implementing and supporting significant reading reform across the state. Strategic planning, oversight, and evaluation is provided by STAR Leadership Teams comprised of state representatives, certified STAR trainers, STAR administrators, and STAR teachers. The STAR 09, 10, and 11 Cohorts (STAR administrators and teachers) were selected based on their program’s openness to change, management structures, team culture, and strong interest in reforming Intermediate-level reading assessment and instruction. Combined numbers for the three cohorts will be 106 trained participants from 19 programs providing STAR classes at 40 sites. Managed enrollment STAR 09/10 classes ranged in length from 1-3 hours and were offered 1-5 times a week during 4-10 week sessions. The intensity, frequency, and duration of STAR classes depended on the program’s schedule, budget, staffing, space availability, and student eligibility.

Nationally certified STAR trainers planning and delivering four STAR 11 Institutes, two All-STARs (support trainings for STAR 09/10s), and ongoing technical assistance activities include Marn Frank, Paula Freiermuth, and Kristine Kelly.
