Today more than ever it is critical for adults to acquire the basic literacy skills necessary to succeed. In response, the U.S. Department of Education’s Office of Vocational and Adult Education (OVAE) developed STAR to provide states with the resources and training needed to improve the quality of reading instruction in adult education.
